A comparison for development teams

Cursor vs Claude Code: which one to choose for a development team?

Cursor vs Claude Code: Cursor is a code editor built on VS Code, with a built-in agent and models from several providers. Claude Code is Anthropic's coding agent: it reads the repository, edits files and runs commands, from the terminal or the editor. Many teams use both. What matters is the shared rules.

01Editor or agent

Cursor vs Claude Code: two ways of working

Cursor starts from the editor: you write, and the AI completes, suggests and edits alongside you. Claude Code starts from the task: you describe it, and the agent explores the repository, plans, edits and tests.

Cursor, the assisted editor

Built by Anysphere, Cursor is based on VS Code: your extensions and shortcuts carry over. It adds autocomplete, an in-editor agent, a CLI and agents that run in the cloud.

Claude Code, the agent on the repository

Claude Code works primarily in the terminal: it reads the code, runs the tests, and creates commits and pull requests. For a team, Claude Code comes with the Team and Enterprise plans.

Two tools growing closer

Cursor now has a CLI; Claude Code has a VS Code extension, which also installs in Cursor. The real difference is still the starting point.

Both tools now cover the editor, the terminal and CI. They differ in models, in how repository rules are written, and in price.

03By task

Cursor or Claude Code: which tool for which task?

Here is our starting point for each task, to be confirmed on your own code. It is not a ranking.

Small changes

Cursor. Autocomplete in the open file is at the heart of the editor, unlimited on paid individual plans.

Multi-file refactoring

Both. Ask for a plan first, review it, then let the agent carry it out in small, tested steps.

Long-running tasks

Claude Code, or Cursor's cloud agents. Claude Code can split work across subagents and run headless, in a script.

Review and tests

Bugbot on the Cursor side, the GitHub Action and automated review on the Claude Code side. Either way, a human reviews before merging.

Legacy code

Get the rule written first: architecture, areas not to touch, test command. Without it, neither tool knows your pitfalls.

Still unsure? We'll look at your repository and your team with you.

04A third option

What about GitHub Copilot?

GitHub Copilot is GitHub's coding assistant: autocomplete, agent mode in VS Code, JetBrains, Visual Studio or Xcode, and a cloud agent that opens pull requests. Copilot Business costs $19 per user per month, Enterprise $39.

Claude Code vs Copilot is not an either-or choice: Copilot offers Claude models, and its paid plans delegate tasks to third-party agents, including Claude Code. The choice often follows where your work lives: GitHub pull requests or each developer's terminal.

Other tools exist, such as Windsurf or Cline. The team rules below apply to them too. For the rest of the company, read our Claude, ChatGPT and Copilot comparison.

05As a team

As a team: what matters more than the tool

With Cursor as with Claude Code, a team needs the same four rules. Without them, everyone moves fast and nobody knows what the agent is allowed to do.

  • Shared context: a versioned instructions file (CLAUDE.md, AGENTS.md or Cursor rules), reviewed like code.
  • Permissions: what the agent reads, runs and edits, decided with your security team; secrets kept out of its reach.
  • Review: all generated code goes through a pull request and tests, reviewed by a human.
  • Cost: a budget per developer, tracked every month. Anthropic reports an average of about $13 per developer per active day on Claude Code in enterprise settings.

This is what our Claude Code team training builds: [fixed duration to be confirmed with Morgan: hours and days], on your own repository, with rules that also work for Cursor.

Train the team on a shared method

06Both

Using Cursor and Claude Code together

It's common, and simple if the rules are shared. One way to organize it:

  • A single source of instructions: Cursor reads AGENTS.md, and so does Claude Code when the repository has no CLAUDE.md.
  • Cursor for writing and reviewing in the editor; Claude Code for long-running tasks, scripts and CI.
  • The Claude Code extension in Cursor, so you don't have to switch windows.
  • Tracking of the total cost: seats for both tools add up.

Frequently asked questions: Cursor or Claude Code.

What are the main differences between Claude Code and Cursor?

Cursor is a code editor built on VS Code, with an agent and models from several providers. Claude Code is Anthropic's agent, centered on the repository and the terminal, with Claude models. One starts from the editor, the other from the task you hand over.

Can you use Claude in Cursor?

Yes. Cursor offers Anthropic's Claude models, including Opus and Sonnet, billed at API rates beyond the included usage. You can also install the Claude Code extension in Cursor.

Does Claude Code work in VS Code?

Yes. Anthropic publishes an official extension for VS Code, which also installs in Cursor, and one for JetBrains IDEs. The terminal remains the most complete version.

Which one is cheaper for a team?

As of October 11, 2026, Cursor Teams lists $32 per user per month billed annually; Claude Team, which includes Claude Code, $20 per seat billed annually, or $100 for a Premium seat. The real cost depends on usage: measure it with a small pilot group before rolling out.

Claude Code or GitHub Copilot?

Copilot if your team lives in GitHub and wants an agent that opens pull requests, at $19 per user per month on Business. Claude Code if you want an agent driven from the terminal and CI. The two can be combined: Copilot can delegate a task to Claude Code.

Should you train the team on the tool or on a method?

On a method. Tools change every month; a shared instructions file, agreed permissions and a review routine stay. That's the focus of our Claude Code training, whose rules also work for Cursor.
